Since joining Savills in 2007, Rick Barnett has become an integral member of the firm’s government services team. As executive managing director, Rick advises federal agencies on space needs, strategic portfolio requirements, approval and budgetary issues, procurement strategies and stakeholder issues. For 26 years prior to his current profession, Rick worked in senior capacities of the federal government, including the Committee on Transportation and Infrastructure, U.S. House of Representatives, where he served as a staff economist and senior professional on public buildings matters. He advised committee members on agency headquarters requirements with complex issues, as well as budgetary and scoring issues relating to lease procurements.
During his tenure on Capitol Hill, Rick oversaw the construction, renovation and leasing budget of the General Services Administration (GSA) during its overhaul of over 160 US courthouses, a multi-year effort at an estimated cost of $10 billion. In cooperation with the Judicial Conference and GSA, Rick reviewed requests for new courthouses and made recommendations on the priority consideration of these projects. Rick was one of the lead drafters of the Southeast Federal Center Public Private Development Act of 2000, a highly successful P3 initiative.
While at the Committee, Rick also drafted legislation authorizing improvements to the Smithsonian Institution Air and Space Museum Annex, Kennedy Center and the National Museum of the American Indian. During the 1980s, he served as associate administrator for congressional affairs for GSA, and chief of staff for the Government Printing Office. Prior to that, Rick worked for Blake Construction, involved in sales, acquisition, development and leasing of the company’s office building portfolio.
Awards, Achievements and Activities
Rick is on the board of the DC Velo Outreach Foundation, which promotes cycling safety, education and mentoring. Professionally, in 2001 and 2003, the Washington Business Journal recognized Rick’s work as the ‘Leasing Deal of the Year’ on two occasions.
